Bump to Skopeo v1.16.0 #2385

Bump c/storage to v1.55.0, c/image to v5.32.0, and c/common to v0.60.0.

Then bump to Skopeo v1.16.0, then back to the v1.17.0-dev version in the main branch.

This to coincide with the Podman v5.2 release and to ready for the RHEL
9.5/10.0 Beta release

Thanks! I’ll handle the version bumps in the Renovate PRs, and leave this one to tag the release.

Rebased, now this is down to just the version bump commits after you pushed through the renovates.
