lang: Add discriminator argument to #[account] attribute

Problem

It's not possible to override the discriminator generated from the #[account] attribute.

Summary of changes

Add discriminator = <EXPR> argument to the #[account] attribute similar to #3137.

Example

#[account(discriminator = 1)]
pub struct MyAccount {
    pub field: u8,
}
