Version 0.1: Barely the basics

This is the first cut at developing an easy to use/understand OBD-II scanner library in Python.
This version has been tested against a couple of different vehicles (Dodge and VW). Basic information could be retrieved and commands could be successfully sent to an ELM327 OBD-II interface.
