basecoin: missing units tests

• examples/basecoin/types is missing any tests
• examples/basecoin/app needs more tests:
  • test sending coins from an account that has coins to another account that has and to an account that doesn't
  • test sending from multiple accounts to multiple accounts
  • test sending dependent transactions (basecoin: test that we can send multiple dependent transactions #517)
  • test for various error cases using table driven testing
  • test we can Query for changed accounts after commit (ie. https://github.com/cosmos/cosmos-sdk/blob/develop/baseapp/baseapp_test.go#L56)

NOTE: check coverage with:

go test -coverprofile=coverage.txt
go tool cover -func=coverage.txt
