Description

Prepare v0.45.12 release.
Add replace to point to Informal System fork of Tendermint (as per https://twitter.com/informalinc/status/1613580977980473346).

Changes tested against Cosmos Hub and Juno nodes (v0.45.12-0.20230105105240-77e66cf3e2c0).

• TODO Quick version replace check fix: jwt, cosmos keyring, and gin gaia#2013 (do the same for all versions)
