Summary

There are currently a number of dispatch functions for specific IBC messages. They are currently only used in unit tests.
This issue tracks the addition of the IBC routing module.

Problem Definition

Needed initially for the relayer MVP that runs in-process with the mock-chains and IBC handlers.
