This PR integrates CometMock in the e2e tests.
This requires three major changes:
Functionally, in the e2e tests, there are three new flags: --use-cometmock, --use-rly, and --short-happy-path.
Changes for 1) are adding a new flag and modifying the start-chain script
Changes for 2) are adding a flag, and essentially duplicating all actions that involve relayers, adding a hermes and gorelayer version for each. (A lot of changes here are changing the relayPacketsAction to take have chainA and chainB as params instead of just chain. it is hard to figure out the counterparty chain with the gorelayer when being given just source chain, channel and port, so this change makes it a bit easier.)
Changes for 3) are just adding a new sequence of steps that is very close to the happy path, but leaves out some parts
To check that the tests with CometMock and gorelayer are working, run
go run ./tests/e2e/... --verbose --short-happy-path --use-cometmock --use-rly
CometMock already is a bit faster without tuning the tests or changing other things:

Currently CometMock only works with the short happy path and rly.
Rly currently does not work with the transferChannelComplete action, so does not work with the democracySteps and rewardDenomConsumerSteps. It does work with other tests.

One thing to note: The PR doesn't run CometMock in the CI pipeline yet, only provides the functionality to run.
