Currently, if an SG node goes down, then DCP messages will be ignored for a subset of the vbuckets.

As documented here:

couchbaselabs/cbgt#22

CBGT does provide a way to do this via an API. We need to modify Sync Gateway such that when it knows its going down (REST API or SIGKILL)
