chameleonsocks release 1.2

• do not try to access PAC server if PAC_URL is not set
• Can run as root or use sudo. Both work now.
• Can set site specific variables in file or in environment
• If no PROXY is set: fail, complain and exit
• Don't redownload the image if it exists
• Use 1 start logic for install and start
• Start regenreates the container if one doesn't exist yet.
