It would be nice to have a way for students to submit documents, but they would have to be screened by someone before being published to make sure all the metadata is correct and that it is not spam.

Per #1, turning empty cucumber features into github issues.

Feature: Uploading exams
  As a student
  So that I can improve the CSCU Library
  I should be able to upload my old course documents
Feature: Screen user uploads
  As a moderator
  So that I can keep the library organized
  I should be able to screen and edit user uploads
