In order to keep the mailing list of old committee members the scaffold API needs to provide access to account's that have not been unlocked since the migration to the new version (as man of these people are not active anymore).
TheisAPIfunction is largely stolen from AccessGuard but as we don't have access to theUserRepositoryinUserAccessGuardwe can't use it directly.
