[experiments/rust/wasm] Add a WASM test page.

As soon as `esbuild` supports `new URL(…, import.meta.url)`
(evanw/esbuild#795), I want to include a tiny
bit of Rust WASM in the published library to see how much of the
ecosystem can handle it.
