Add new HA BLE format

As discussed in #548 we decided to make a more efficient HA BLE format. This PR will

• move the old HA BLE format to HA BLE legacy (will be removed in the future)
• Add the new HA BLE format and documentation

Some things that needs to be sorted out

• Adding more sensor types
• Check if the fixed factor per measurement type is workable
• MAC
• Rewrite tests and add examples in docs
• Automatically add sensors in HA (will be a different PR later)
• Encryption
• Restore state of HA BLE sensors (automatically added sensors)
