Motivation and context

Added UI support for new settings added in #8321

  • New quality settings: target metric, target metric threshold, job validation count
  • Quality colors on job list now change depending on target metric threshold
  • Mean quality number now displays value depending on target metric
  • Quality settings tooltips now show descriptions from server's schema
