@benfitzpatrick / @hjoliver - while it's nice in theory to be able to do this, I guess we wouldn't recommend this as a general practice? |

@arjclark - I guess not, but backward compatibility really requires it. There will undoubtedly be many suites that get restarted after cylc is upgraded at a site, under users who have not set |

This adds a test for restarting from a pre-cylc-6 state file. This closes #964.
