Shouldn't be a need to check for the PR explicitly as the existence of the 8.*.x-sync branch almost guarantees a PR is open

Sorry can't resist tinkering with this. This will hopefully reduce overhead as it will fast-forward the
8.*.x-syncbranch if possible otherwise leave us to merge the sync PR first
