linking with static notcurses does not go well

I get a ton of linker failures regarding libdeflate or ffmpeg whenever I try to use the static notcurses libraries lately. I think we need beef up the Static entry in our pc file perhaps? Figure this out. Discovered working on #2664 -- as a result of these failures, we're not able to apply USE_STATIC_BINARIES to either nctetris or ncneofetch (though it works fine for tfman, which uses notcurses-core-static).
