DynamoDB Tests Missing - AWS SDK v2 Migration

Problem: DynamoDB state store tests don't compile - they're still using AWS SDK v1 code while the main code uses v2.

Impact: Tests are disabled with //go:build legacy tag, so we have no unit test coverage for DynamoDB state store.
