Drop `query` support from state store capability doc. Add `workflow` capability

User feedback from the community presents that it is not clear which Dapr state stores are supported for Workflows. The recommendation here is to add this to the state store comparison document. This was agreed by a cohort of Dapr maintainers.

It was also agreed to remove the query capability, as part of an on going effort to phase out query capability (as it is currently implemented) in the state store component.

@olitomlinson - we need to revisit this one. I am sure that you have missed some DB such as AWS and Azure.

All those with Actors support should support workflows, and those with limitations (such as Cosmos DB) should be hightlighted. @JoshVanL

@msfussell unless we've got evidence from end users (or internal users) successfully using Workflows in production on a specific component, we should NOT assume that any store that supports Actors is also going to support Workflows.

CosmosDb, MSSQL and AWS DynamoDb have all had blocking/limitation issues, hence why they were not included. No one has confirmed if they have been resolved and are fit for purpose.
