Implement a File Watcher class

A class that works on top of e.g. inotify on Linux, that can tell when a folder and/or directory is changed.

A more complex feature could be to have a type of recursive watch, but that could also be handled client-side.

Also, fits very nice into the Dart event model :)

Since I'm going to use something that imitates this, I've added a interface that cover my use cases.

Landed in r27048 as FileSystemEntity.watch(...).

Example:
