feature_llmq_is_cl_conflicts.py non-deterministic failure

Steps to reproduce: while python3 test/functional/test_runner.py --randomseed=0 feature_llmq_is_cl_conflicts.py; do :; done

This may have been introduced by #3924, but am not sure

Seems to me that this failure happens about 1 in 4 times. This is also happening on CI https://gitlab.com/dashpay/dash/-/jobs/1710015207

Happening on ubuntu 20.04, would be nice to have other reproduce, this failure.
