Do not count 0-fee txes for fee estimation #3037

These are usually PS mixing ones which are prioritised internally. They should not be counted for the fee estimation because this damages the estimation results otherwise.

Isn't something like this also needed for TXs seen in blocks first? (Didn't look into it tbh)

@codablock txes from new blocks are already ignored by fee estimation afaik (this code is never called for them and there is no other ways for them to get into fee estimator).
