Add "--plan plan.json" option to "bundle deploy"

The plan produced by`bundle plan -o json` has enough information to carry on with deployment without the need of the config. The "bundle deploy" command should be able to read that plan and execute it directly. This would allow to implement a workflow where changes are approved and only those exact changes are deployed. This would also be much faster since deploy won't have to repeat the planning.
