Add a workflow to extract used tables from notebooks and queries

Changes

Multiple workspaces connected to common HMS will scan all the schemas and tables each time. We would want to have a mapping of the tables used in any particular workspace. Scanning code artifacts will give us a list of schemas we can limit the scope of the assessment to.
