Convert logic generating default commit messages to git hook #487

Currently, for projects with submodules, a default commit message is generated for use by wf commit if the only modifications are to submodules.

This logic should be ported to a more general commit hook so that it can be used when using git directly.

Apparently the prepare-commit-msg hook will be usable in VSCode in the June release (currently slated for 2022 Jul 7), when microsoft/vscode#30562 is released
