Make has conventions for targets. Ensure we follow those.

Make also has conventions for variables (second to last paragraph). Ensure we follow those too.

This is done for:

  • portability.mk
  • doc.mk
  • tex.mk
  • noweb.mk
  • haskell.mk
  • package.mk
  • transform.mk

Makes doc.mk better follow make(1) conventions

The commands are not prefixed with DOC_ and they can be overridden on
a per-document basis, where relevant, by adding the suffix
-documentname.

This is WIP for #22, to follow the conventions of make(1) better.
