Feature description

Presently, the README on PyPi is empty. Instead, dbt should provide it's README.md as the PyPi README. https://pypi.org/project/dbt/0.12.1/

Possibly helpful: https://packaging.python.org/guides/making-a-pypi-friendly-readme/

We have creds for a staging version of pypi where we can test this out. See also #1065
