This PR upgrades the dependency from deegree OGCAPI to version 3.5.0-SNAPSHOT which is required for GeoJson support.
This PR requires a change of the Jenkins pipeline. The build stage for JDK 1.8 shall be removed since JDK 1.8 is not longer supported by deegree 3.5.0.
