Issues like "a package-info.java file has already been seen for package org.deegree.layer.persistence.base.jaxb" needs to be fixed at code generation time via jaxb maven plugin if possible

Fixes #899 This PR upgrades the javadoc and site plugins and also fixes fatal errors occuring during generation of javadoc
