Bypass BlobStorage in UploadArtifact Plugin #1704

It might be nice if we could bypass the blob storage asset when running the UploadArtifact plugin because if target storage backend is different, the data would still be there in blob storage.

This will require some customization of the config dialog to no longer use the asset widget provided by webgme to our own which uploads to an arbitrary storage backend.
