Improve startup time for the Deepnote Kernel #44

When opening a project in Cursor for the first time, we spin up a Deepnote Kernel, which must start before the user can run any blocks in the notebook. When testing this on my computer (which is relatively fast), it takes around 40 seconds before the kernel is available.

We should reduce the time spent waiting for the kernel so users can start working with their notebooks faster.
