Add an `AzureOpenAIResponsesChatGenerator` based on the `OpenAIResponsesChatGenerator`

As a follow up to the PR #9808 we should create an azure version of the component following the same relationship between AzureOpenAIChatGenerator and the OpenAIChatGenerator.
