Reverting OTEL version back for patch

Description

Grafana Dashboards have not been rendering metrics successfully after upgrading to a newer version of OTEL. There are breaking API changes that require a number of changes and a redesign.

This PR uses the older, functioning version of OTEL and the metrics and capacity data are rendered properly
