update agent0 & hyperdrivepy to use new time stretch formula

Hyperdrive #716 adds a new function for calculating time stretch to the contracts. We need to

• write it in the hyperdrive-rs lib on the hyperdrive repo
• wrap it for hyperdrivepy
• add it to the hyperdrive interface API
• ensure that it is used in the docker & interactive hyperdrive deployment scripts

there was a bug in the earlier PRs; we cut a 0.5.1 release (hyperdrive release and sdk pr) with a fix and this subsequent agent0 PR includes the fix and also adjusts hyperdrive deploy from agent0 to use the new time stretch calculation #1262
