Disable incremental_files_only in cspell-action

Disables incremental mode for cspell-action to ensure spell checking runs on all files rather than only changed files in CI.

Change:

• Added incremental_files_only: false to the cspell-action configuration in .github/workflows/build.yaml

This ensures complete spell check coverage on every CI run instead of incremental checking.
