Codeclimate is really restrictive on Rubocop versions and plugins, preventing us from upgrading properly.
This reverts commit c822c3e.
Where this old version of Rubocop is known to work, until we can upgrade Rubocop by dropping support for old Ruby/Rails.

Codeclimate is really restrictive on Rubocop versions and plugins, preventing us from upgrading properly. The point of this PR is to decouple us from CodeClimate to unblock upgrading Rubocop in the near future.
