Bug description

Looking at this transaction it seems that when handling MsgRequestDTagTransfer, it is currently allowed to ask another user for his DTag when he does not have it set yet.

Steps to reproduce

Request the DTag of a user who has not set it yet.

Expected behavior

The handling should error, not allowing for such requests.
