Optional config setting for redirect URL for unregistered `id`s

If the root endpoint / was hit with an id that was not registered, the endpoint should redirect the visitor to a configurable URL (e.g. a Rick-Roll video). Error if no URL was configured. Track stats on the number of people rickrolled.
