In order to provide more complex behavior for handling incoming messages over the azure function, we introduce the handler builder, which follows the design of the IChatClient functionality pipelines (see https://learn.microsoft.com/en-us/dotnet/ai/microsoft-extensions-ai#functionality-pipelines).

This is work in progress, pending the integration into the azure functions builder extension methods.
