Can't login to Admin UI

I followed the instructions but it can't login to the Admin UI. I am getting the error below.

Step 11.4.2 in the guide. Whatever the URL that you created for your website needs to be in place of customer name.

I did that and still getting that error.

It can take up to 2 hours before the URL takes effect. Also you need to turn on the 2 auth flow’s at bottom of that screen too. Implicit and the other one
