Added tests to ensure that enforceCheck, ignoreErrorForPath, and ignoreErrorForStep are working properly. Turns out they weren't before, but this commit fixes it.

The _ext/greclipse build pulls in java files that kill the formatter. We shouldn't be formatting anything in _ext's build folder anyway.

Now that Spotless fails the build when a formatter step throws an exception, this formerly sloppy test fails (as it should). Fixed it up.
