missing .exe

Windows versions for 1.22 and 1.23 are missing the .exe in the filename. The file, as it exists now, is just doctl and not doctl.exe. This is confirmed by adding the .exe and the file then runs.

Thanks @tinjaw, we've been working on improving our release process, but it looks like we've broken a few things in the process. We'll get this fixed up soon!
