Migrates all pytest configuration from
pytest.initopyproject.tomland removes the redundantpytest.inifile.Tests
✅ Ran ./scripts/test - all tests pass
✅ Ran ./scripts/lint - no linting issues
✅ Ran ./scripts/format - no formatting issues
