Looks like we still have some dependencies on dita-ot_java_properties.dita in DITA-messages-details.xml. Also, the generated DITA-messages.xml still says this:

"Parameters to the command line tool should use the syntax /parameter:value."

I can remove the Xrefs from DITA-messages-details.xml, but it looks like the upstream OT code that generates DITA-messages.xml may need to be changed as well.
