A start at addressing #11 - we don't correctly handle context and we don't use CaseFolding.txt, but at least we don't ignore that a character can map to multiple when uppercased or lowercased.
On its own this was a performance regression to
consistent_with, so this PR includes a fair bit of minor optimizations and related refactoring.
