This only untangles two sections, no functional changes.
Previously, it would never return true. Fixes 5506.
I assumed that zLongest was orginially intended to test the StoppingPolicy.longest case, even though it previously had requireSameLength.

Make toJSON() lossless for `double` values. Correct and extend tests.

A quick fix for issue 5506, along with extensions to the corresponding unit tests.
