Move the knight move list initialization to compile time, thus making the MoveGenerator stateless
Older versions of MSVC++ tolower() is not constexpr so implement a constexpr version

Use constexpr and consteval in more places.
This allows making a stateless MoveGenerator by moving the knight move initialization to compile time. I also move the BoardBuilder to evaluate at compile-time, which might save some initialization cost in the default constructor case.
