Adding Visdrone2019-DET dataset support
The dataset contains images directory and annotations directory with corresponding annotation csv(txt file) for each image. Therefore, I took VOCPascal as a reference point - VOCPascal also has annotation file per image (xml file :| ).
Keeping this dataset corresponding to VOCPascal allows using the VOC existing metric for evaluation.
