Need to backport moby#38292 to get CI going (due to kernel updates on the power and s390x machines)

nit: I personally prefer to do a plain git revert of the earlier patch;

git revert -m 1 -s -S cdb0218236f1625134bf8ff5ecef2035eaa70e51

And we need to revert the patches in our runc branch, as those are the previous version, without the alternative implementation for 3.13 kernels

I'll open a PR in the docker/runc repository to get the right fix in there
