Moving from Bulleye to bookworm broke pip install #847

Hello team,

I just want to report an issue woth new docker image running with Bookworm. Installing image via PIP not working anymore with this container

Versions used

Docker version : 19.03.13
Gitlab runner version : 13.4.0
Image used : python:3

Workaround

use python:3-bullseye to fix the issue
